Resolution
To check for blocked SQL processes open SQL Enterprise Manager, and expand the tree as follows:
Microsoft SQL Servers
SQL Server Group
<Your Server Name>
Management
Current Activity
Next click on the "Process Info" node in the tree, and check the "Blocked By" column (might need to scroll way over to the right) in the right hand pane for any number other than 0.
