Resolution
1.Spotlight need local administrator or belong to "DB2ADMIN" or "DB2USER" user group. This privilege is for run DB2 client DLLs.Documentation location is under :

If you use a non-administrator windows account to run Spotlight™ on IBM® DB2® LUW, the login account must belong to the "DB2ADMIN" or "DB2USER" user group.
