User who tried to start sp_util for running ora_setup does not have permission to run SCManager to create shareplex service on Windows.
The built-in windows administrator account needs to be used for creating service.
Workaround:
Start sp_util as the administrator by right mouse clicking the sp_util icon from the desktop and chose "Run as an administrator" and then run the ora_setup from there.
