Foglight doesn't support the use of special characters in db password, as that will end in database connection failure.
Foglight does not start up successfully because the special characters corrupt the XML config on which Foglight is dependent.
What is password length for database?
Foglight supports any password length permitted by the underlying system. It has been tested with passwords up to 128 characters and may accommodate even longer passwords.

At the moment there is no comprehensive list of characters that will cause this failure mode.
Please use a password that does not contain the special characters.
