Could not convert variant of type (<type>) into type (<type>) error during (4324618)

1. When trying to connect to Spotlight, main screen appears and stops working and throws an error:

2. When trying to create new oracle user using spotlight oracle user wizard, some kind of Chinese language appears.

Could be due to old or not supported Oracle client used.
