WORKAROUND:
In Windows change:
Control Panel | System | Advanced | Performance Settings | "Fade or slide menus into view"There are also two more "fade" options. Unchecking these may be necessary as well.
STATUS:
Waiting for fix in a future release Toad for Oracle.
