Offline domain join fails on Tethering registry key update adding to exclusions doesn't help -
Description
Roaming profiles should be logged off before issuing the offline domain join (ODJ), which includes the task BT-ReACLPrepareWin10Profiles.
The problem is when the user logs off it will disconnect the VPN. Without the VPN the machine isn't on the corporate network and thus the migration server can not send the ODJ action to the workstation.

Resolution
Depending on how the error is logged for the conflict registry key there are two ways to address this issue. Make sure the exclusion is added as the following:Add the following exclusion specifically how it appears in your logs:
\Software\Microsoft\WcmSvc\Tethering\Roaming
or
*\HKEY_LOCAL_MACHINE\Software\Microsoft\WcmSvc\Tethering\Roaming
As always refer to our user guide for further guidance on this topic and here are some additional example how you can exclude keys:
Examples:
- HKEY_LOCAL_MACHINE\SOFTWARE\XYZ – a single key
- HKEY_LOCAL_MACHINE\SOFTWARE\XY* – all keys starting with "XY" in HKEY_LOCAL_MACHINE\SOFTWARE
- HKEY_LOCAL_MACHINE\SOFTWARE\?YZ – all 3-character keys ending with "YZ" in HKEY_LOCAL_MACHINE\SOFTWARE
- HKEY_LOCAL_MACHINE\**\XYZ – all keys named "XYZ" anywhere under HKEY_LOCAL_MACHINE
- **\XYZ – all keys named "XYZ" in any registry hive
