When launching or starting Toad for Oracle, the error below is received:
ERROR:
Toad has encountered an unexpected error.

Details: Cannot create file "C:\Users\<User_Name>\AppData\Roaming\Quest Software (or Dell)\Toad for Oracle\SettingsLocations.ini". The process cannot access the file because it is being used by another process.
Resolution

Reboot machine.
