Issue
We receive the following error in the migration log

Solution
This error is logged during a migration which indicates that a Notes document could not be migrated and would be skipped.
The Notes Migrator CMTe worker will have retried the document(s) during the migration and failed on the retry attempts.
Documents which are recorded with this error will not be present in the target mailbox but will not have been included in the migration history. A reset of the account (without clearing the migration history) will allow for the Notes mail file to be migrated again. This will skip previously migrated documents based on the migration history but will attempt to migrate the failed document(s) again.
This can be caused by transient network failures, particularly on WAN connections, to the target mailboxes. Network connectivity from the migration worker(s) to the target Exchange or Exchange Online system should be verified prior to attempting to migrate again.
Additionally verify that Outlook on the worker(s) has been correctly activated (licensed). This can be confirmed by opening the Outlook client, configuring that for the migration account being used and then checking that Outlook is not requesting activation. If Outlook does request activation that should be completed.
