"Lock Types: Waits" and Latches has no data available in SQL Server agent
Description

No data is available "Lock Types: Waits" and Latches dashboard under the Activity | Locks dashboards.
No database collection error messages were found the SQL Server agent logs.
Cause

Error messages in the database agent logs suggested that the performance counters might be disabled on the hosts.
INFO [AGENTNAME-lowPriorityPool-5] com.quest.qsi.fason.sqlserver.collection.DBSSFallbackCollection - the active resource is [OS] in [DBSS_Latches_Locks].
INFO [AGENTNAME-lowPriorityPool-5-[DBSS_Latches_Locks]] com.quest.qsi.fason.core.collection.AbstractCollection - The collection DBSS_Latches_Locks started running
INFO [AGENTNAME-lowPriorityPool-5-[DBSS_Latches_Locks]] com.quest.qsi.fason.core.collection.processor.AbstractQueryProcessor - The processor DBSSFallbackResourceProcessor for collection DBSS_Latches_Locks is not able to run

Resolution
Edit the properties to change the collection from FALLBACK or OS to JDBC.
1. Navigate to Administration | Agents | Agent Status
2. Select the database agent checkbox
3. Click the Edit Properties button
4. Click the link to modify the properties of the selected agent
5. Under Collection Details, change the setting from FALLBACK or OS to JDBC
6. Save the changes
7. Wait a few minutes and check the dashboard again.
