Error when launching Optimizer from Toad: "Initialization error could not locate oci dll"
Description

Error when launching Optimizer: "Initialization error could not locate oci dll". Able to connect to database within Toad for Oracle.
Cause

SQL Optimizer 6.1.2 and older versions do not support Oracle instant clients.
Resolution

SOLUTION 1:
Install a full Oracle client from Oracle.
SOLUTION 2:
Update to the latest version of SQL Optimizer which can be downloaded here.
Additional Information

If there is no BIN folder under Oracle home, this is normally an indication of an instant client.
