Resolution
MDW Access files are Workgroup information files that are used to setup custom security on a database. These file hold information that determines the security level to access the database at object level for each user.
This file can be created via Access through the User-Level Security Wizard for a database. Once created, at the time user is attempting to connect to this database in Toad, it is required by the user to locate the MDW file of this database. Toad uses this file to verify user privileges before allowing the user to login and access/modify specific objects, such as tables, queries, etc.
