CAUSE 1
Network issues causes delays in connecting and retrieving data from the monitored host. Increasing the Installer timeout setting may help by providing additional time for the agent to connect to the host.
CAUSE 2
After a DB connection passes successfully, the SQL Server installer (be default) uses a WMI query (using either WinRM or WMI) on the remote host to confirm the OS connection. This query which seemed to be hanging or timing out (after five minutes)

Beginning with the 5.7.5.35 and higher cartridges, the WMI query used by the installer was changed as part of Enhancement Request SSFOG-77. If the installer agent continues to use the old query, the installer agent can be deleted and a new installer agent will be recreated by the system as a new DB agent is added.
