This is caused by the Notes users having set Default Availibility times in their calendar preferences.
If we check the Calendar settings in the mail file we will see that the times the user is available for meetings has been defined.
In the User Preferences, go to Calendar & To Do | Scheduling | Scheduling. There the user has specfied the times they were available for meetings.
All other times will appear as the user being unavailable for meetings. This will show up in Outlook as the user is not available.
Notes and Outlook are working as normal.
There is nothing to change or fix here.
