Toad Session Browser does not display Locks correctly on RAC instances of Oracle.
One session connects to an Oracle RAC environment and is on one of it's nodes. That session access a database object and puts a lock on it. Another user logs into the same Oracle RAC database but is on a different node. That session tries to access the database object in question.
Open a Session Browser. Click on the "Locks" tab at the top to view all the locks on the database. Click on either of the sessions and you'll find that the "Blocked locks" and "Blocking locks" tabs on the lower half of the Session Browser are all empty and never get populated. These tabs do not work on sessions across different nodes of a RAC database. However if they both connect to the same node, then they get populated.

Issue has been resolved in Toad for Oracle 9.5.0.
