Cause
This problem will occur if an attempt was made to remove MSDE previously, but was not successful leaving remnant files that will not allow the current install of MSDE to complete. -
Resolution

To summarize the workaround in the article:
- Check the Add/Remove Programs for MSDE and remove it.
- Remove the MSDE directory.
