Console returns a critical error when opening (4287345)

Entering the console a critical error is returned.

Checking the C:\ProgramData\Quest\DAConsole\DAConsole.log file this line is found:

ErrSMWinServiceCommunication System.ServiceModel.EndpointNotFoundException: Could not connect to net.tcp://localhost:8085/ScriptLogic.Manager.WinSvc. The connection attempt lasted for a time span of 00:00:01.9957616. TCP error code 10061: No connection could be made because the target machine actively refused it 127.0.0.1:8085. ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it 127.0.0.1:8085

And certificate is correct.

Also, if trying to recycle the DAAppPool in IIS Manager Console an error is received:

The error message could result due to the service associated with Credential Manager not starting

To solve this issue please follow these steps:

1. Click on the “Start”
2. In the text box that reads “Search Program and Files” type “Services”
3. Right click on “Services” and select “Run as Administrator”
4. In the Services Window, look for Credential Manager Service and “Stop” it.
5. Restart the computer and “Start” the Credential Manager Service and set it to “Automatic”.
6. Restart the computer.

After the server boots the console should open.
