Disabling options when TDP starts up called "Check for updates" and "Submit anonymous Usage" (4281719)

Toad Data Point has setting file called Settings.xml within the application data directory:

XP:
C:\Documents and Settings\\Application Data\Quest Software\Toad Data Point X.X (where X.X is the version of Toad)

Win 7:
C:\Users\\AppData\Roaming\Quest Software\Toad Data Point X.X

By disabling both of these options within the Settings.xml, Toad for Data Analysts should not enable these options during the initial startup of Toad. However, these options still get enabled.

Also, by unchecking the 'Check for updates on startup' and 'Submit anonymous usage statistics' under Tools | Options | Environment | General. Toad should update the Settings.xml file within the Application Data Directory.

This also failed. Basically, the intentionis to disable both of these options in order for silent install of Toad not to prompt once for these options. This only occurred on the initial startup of the silent install of Toad.

Ensure the Settings.xml file has the following:
