SYMPTOM:
The following error is displayed when deploying the ScriptLogic webservice:
An object in the SharePoint administrative framework, "SPSolutionLanguagePack Name=0 Parent=SPSolution Name=slwebservices_1.00.0009.wsp", depends on other objects which do not exist. Ensure that all of the objects dependencies are created and retry this operation. The Solution installation failed.
POSSIBLE CAUSE:
Sharepoint Point is attempting to insert a "SPSolutionLanguagePack" object into the configuration database, with an invalid foreign key reference to the solution.
RESOLUTION:
Stop the Windows SharePoint Timer Service
Open C:\Documents and Settings\All Users\Application Data\Microsoft\SharePoint\Config\<<GUID>> folder
Take a backup of the entire GUID folder including the Cache.ini file
Delete all the XML files in the GUID folder leaving the Cache.ini file behind.
Open the Cache.ini file in edit mode and delete the contents of it.
Type 1.Save and close the file.
Start the Windows SharePoint Timer Service.
Now you should be able to successfully deploy the ScriptLogic WebService.
