Error: "Cannot find OCI DLL: in ORACLE_HOME_NAME" when connecting via Citrix / Terminal Server (4273411)

When installing TOAD on a Citrix server, connecting as a non-administrator results in the following error message:

Cannot find OCI DLL: in %ORACLE_HOME%

Launching and connecting, as an administrator is successful.

SOLUTION 1:

1. Right click on the TOAD shortcut and select the "Properties" tab.
2. Select the "Compatibility" tab.
3. Check the "Allow non-administrators to run this program" checkbox.
Note: If on Windows Server 2003, also check mark  "Run this program in compatibility mode for:"  and then select Windows XP.
4. Press "OK" to save the changes.
5. Restart TOAD.

SOLUTION 2:

Ensure non-admin users have execute access to Oracle Client folders.
