No warning window about differences between VCS and database version of database object during checkout. (4268649)

In previous versions of Toad for Oracle (e.g. version 12.8) there was a warning window with information about differences in versions between the local working copy and VCS version.

It was possible to select between database version, VCS version or cancel the operation.

This warning is not there anymore. Without this warning, there can raise an issue with the database code when following steps are performed:

1. Edit a procedure in working copy on filesystem (it is not checked out in Toad TC)
2. Perform SVN commit
3. Open Toad for Oracle and connect to DB
4. Perform VCS Logon
5. Open the file edited before (double click in TeamCodingManager) 

The behavior changed by design in Toad for Oracle version 12.10.

During the reproduction of steps in Toad for Oracle version 12.10, during the step 2, the following message will appear:

Cannot check in Procedure <procedure_name>: you do not have this Procedure <procedure_name> checked out.

The warning window will not appear because of the mentioned limitation.
