Trace files not being generated (4267068)

When trying to put a level 8 trace on some of the top sessions, Spotlight is not tracing and we are getting these errors below:

Message:
Failed to find trace file " xxxxx_ora_17562.trc" in directory "/u01/app/oracle/admin/xxxxx/udump". This trace file cannot be analyzed.

Check that the users have the execute privilege to the package DBMS_SYSTEM.

If that doesn't help, drop cascade the spotlight user and -recreate making sure sys is used asa granting user.
