Error running Explain Plan which uses the Explain Plan table: "ORA-01031: insufficient privileges
Description

Toad is generating privilege error ORA-01031: insufficient privileges using explain plan table. Installed the product with the read only option. Adding the grant create table privilege seems to get farther but still throws the errors.
Resolution

Login to the default schema instead of SYSADM.
