Windows 7 systems are experiencing delays due to the disabling of the local Point And Print policy
In the sltrace.htm file a logon delay will be seen at:

On Windows 7 systems, the local Point and Print policy stops the client from installing printers.
The client will temporarily disable the policy to install the printer, then re-enable it.
This is normal and expected behavior.
However, the local Point and Print policy can be permanently disabled by adding the Global or User Management Profile Definition below.
In the management console, please click on 'Client Configuration', then 'Global Options', then on 'User Management Options'.
This will load the 'Definitions' tab.
Click on the Edit button to edit the definitions.
Copy and paste the line below into a new line at the bottom of the page.
$DoNotReEnablePandP = 1
Then Save, and Replicate changed files.
Finally, have the users logoff and logon to test it out.
