Can a user that does not have access to Toad for Data Analysts refresh the data on a spreadshe (4242431)

If I export some data using Toad for Data Analysts to an Excel spreadsheet using the linked query feature, if I send that spreadsheet to a user that does not have access to Toad for Data Analysts, will they be able to refresh the data on the spreadsheet?

I user without access to Toad for Data Analysts can refresh the data on a spreadsheet with a linked query.  Toad for Data Analysts is not used in the refresh.  As long as the user has access to the database the data would be coming from they can do the refresh.
