Toad always asks one Windows User or prompts to input a license key every time Toad is launched or started. Toad keeps on asking to enter the Authorization Key and Site message even when Toad has exited or restarted, even though the license key has been entered already.
In addition, a new 9.7 or 10.x folder is created under C:\Documents and Settings\\Application Data\Quest Software\Toad for Oracle\ every time Toad is opened or started or launched.
The Domain user name was recently changed and the path under the Registry location HKEY_CURRENT_USER\Software\Quest Software\Toad for Oracle\Installations\AppData0 key still contains the previous domain user name and not the current user name.
In addition, the current user name is probably missing full read / write access or rights or does not have the appropriate permissions to the HKEY_CURRENT_USER\Software\Quest Software\ registry location.
RESOLUTION 1:
1. Change the key HKEY_CURRENT_USER\Software\Quest Software\Toad for Oracle\Installations\AppData0 to contain the 'current' user name:
C:\Documents and Settings\<CURRENT_USER_NAME>\Application Data\Quest Software\Toad for Oracle\9.7 or 10.x
-OR-
C:\Users\<CURRENT_USER_NAME>\AppData\Roaming\Quest Software\Toad for Oracle\9.7 or 10.x\
2. Remove a key under HKEY_CURRENT_USER\Software\Quest Software\Toad for Oracle\Installations\ that has the following name:
C:\Documents and Settings\<OLD_USER_NAME>\Application Data\Quest Software\Toad for Oracle\9.7 or 10.x

C:\Users\<OLD_USER_NAME>\AppData\Roaming\Quest Software\Toad for Oracle\9.7 or 10.x\User Files\
3. Remove all additional 9.7 or 10.0 folders under:
C:\Documents and Settings\<CURRENT_USER_NAME>\Application Data\Quest Software\Toad for Oracle\

C:\Users\<CURRENT_USER_NAME>\AppData\Roaming\Quest Software\Toad for Oracle\
RESOLUTION 2:
Ensure that the current user name has full read/write access rights or full permissions to the HKEY_CURRENT_USER\Software\Quest Software\ registry location (right-click Quest Software | click Permissions). If the current user name is not listed under Group or User Names, click the Add button and add the current user name. A user with Administrator Rights is needed to perform this task.
RESOLUTION 3:
Ensure the actual Windows User you are using have FULL Read & Write access to the following folders AND its sub-folders:
