The ADVL feature leverages the Virtual host that it connects to to create the VMs. As long as SCVMM is configured to create VMs in Azure, and the VMs that are created are accessible to the ADVL server, there should be no issues.
Where the VMs are created is a function of SCVMM, not ADVL.
