Error connecting with a proxy user account: "ORA-01045: user xxx lacks CREATE SESSION privilege; (4224331)

An error occurs when connecting to database with a proxy user account. Issue appeared after an upgrade from version 8.6. Proxy user account has CREATE SESSION revoked, but the Target user name has the CREATE SESSION granted. SQLPlus connection is successful.

Error:
ORA-01045: user xxx lacks CREATE SESSION privilege; logon denied

The Oracle ODAC allows this type of connection only in certain combinations of Oracle client and server versions and not all. Currently, it is unclear which combinations work and which do not. Hence, Toad does not support this type of connectivity. More importantly, Toad does not know of the versions until after the connection is made.

The current Proxy connection currently supported by Toad is connecting the proxy session and the target session (both with the Create Session grant). This type of connection will work with all Oracle version combinations.
