In IIS on the ArchiveShuttleWSAppPool, right click -> Advanced Settings
On the “Rapid-Fail Protection” section:

• Set “Failure Interval (minutes)” to 1
• Set “Maximum Failures” to 10     

As the last step reset IIS.
