Cause

Futher research shows the <fglam home>/state/default/config/fglam.config.xml file was modified with an extraneous illegal tag <config:queue-sizes>
Problem may be different on case by case
Invalid content was found starting
with element '<Invalid xml code>
Resolution

Remove the extra code or restore file from last known good configuration.
