Description
Using Toad 10.1 and connecting to a database with WE8ISO8859P1 characterset, user sees graphical square shape characters in replace of single quotes.

Cause
Certain characters that are legal in WE8MSWIN1252 are illegal/not supported in WE8ISO8859P1 characterset databases. Such characters include Windows Smart quotes. Data includes Smart quotes provided by Windows.

Resolution
Replace Smart quotes with standard quotes in the data.
