When adding an object into a diagram, one may see the message:
When adding a table to the Diagrammer the tables referenced by the foreign keys will also be added. To add tables without automatically adding relationships set Reference depth to 0 on the toolbar.
How to set Reference depth BY DEFAULT to 0?

Resolution
Go to Toad's top menu, Tools | Options... | Database | Diagramming | "Maximum references depth:", and change it to 0.
