"Failed to spawn new process" error message when removing "Job - User Defined" Notification entry (4043428)

Symptoms:
Attempting to remove ("Remove event...") a user defined Job notification in the "NVBU Global Notification" window, produces the following error: "Failed to spawn new process".
The corresponding NVBU Global Notification - Job - User Defined entry is greyed out.

Reason:
Customer had deleted the backup job that had this event saved against.

- Create a test job to use the exact same notification event name as in the previous backup job and save it.
- This will re-enable that specific Job – User Defined entry in Global Notifications
- The event can now be successfully removed.
- Deleted the test backup job if not needed.
