The following troubleshooting steps were executed to fix this issue:
1. Open Desktop Authority Manager and browse to:
a. Deployment Settings | Client Deployment | GPO Deployment and unlink any 32-bit Systems or 64-bit Systems client install GPOs.
b. Confirm and replicate.
2. Open GPMC in Primary Domain Controller and browse to:
a. Group Policy Management Console | Forest | Domains | your FQDN | Group Policy Objects and delete any Desktop Authority GPOs pertaining to client install.
b. Click on WMI Filters and delete any Desktop Authority filters.
3. Boot problem machine in safe mode with networking
a. Click Start | Run (or its equivalent) and type MMC.
b. Delete any Desktop Authority local GPOs pertaining to client installation.
c. Open a command prompt and type: gpupdate /force to force an update of Group Policy.
d. Restart the computer and log on.
4. Note: If a forced Group Policy update fails:
a. Click Start | Run (or its equivalent) and type regedit.
b. Go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\Winlogon\GPExtensions.
c. Click on each Key until you find a Key pertaining to DA Client 64-bit or 32-bit install and delete it.
d. Restart the computer.
