Do the following to resolve the issue.
Important: The process will require a reboot for the KDA server.
1- Download the IIS Crypto GUI version from this site
2- Run the application.
3- Click the Best Practices button.
4- Check the Reboot box.
5- Click Apply.
6- Try to open the KDA Console after the reboot.
