Error Upgrading Database. "Cannot execute a program. The command being executed was "C:\Windows\Microsoft.NET\Framework\v2.0.50727\csc.exe" (4223422)

An error is received directly after clicking the "Upgrade" button during the database portion of a Desktop Authority upgrade.

"ERROR UnhandledException
System.Runtime.InteropServices.ExternalException: Cannot execute a program. The command being executed was "C:\Windows\Microsoft.NET\Framework\v2.0.50727\csc.exe" /noconfig /fullpaths @"C:\Users\USERNAME\AppData\Local\Temp\3ikudlm8.cmdline". 

In the DAInstaller.log there is an additional error:
Executing process... Filename: 'C:\Users\sladmin\AppData\Local\Temp\VCREDI~3.EXE'. Arguments: '/Q /C /T:"C:\Users\sladmin\AppData\Local\Temp\"'.

System.ComponentModel.Win32Exception: The system cannot find the file specified

The additional error is the cause of the error that is given during the upgrade process. 
This "Executing process 'VCREDI~3.EXE' failed" error is caused by an incomplete Microsoft Visual C++ 2005 Redistributable install.

There are two versions of the Microsoft Visual C++ 2005 Redistributable prerequisite install, a 64 and 32 bit version. 

1. Download and run both of these executables. 

  32bit:  http://download.microsoft.com/download/e/1/c/e1c773de-73ba-494a-a5ba-f24906ecf088/vcredist_x86.exe  

  64bit:  http://download.microsoft.com/download/d/4/1/d41aca8a-faa5-49a7-a5f2-ea0aa4587da0/vcredist_x64.exe  

2. Reboot the machine. 

3. Run the Desktop Authority installer again.
