When trying to create a local admin account on a macOS device during enrollment using Apple’s Automated Device Enrollment Program (DEP), the admin account may not be created.
This is most likely due to a missing setting in the DEP profile. Follow these steps to correct the problem:
Setting the “Force setup to wait for the MDM server to acknowledge configuration” option will cause the device to wait for the account configuration to be sent down so it can create the local accounts before continuing with the rest of enrollment. There is a limited window during which the local account can be created, and leaving this option unchecked will result in the device missing that window and completing the rest of the enrollment process.
