The error "System does not support the specified encoding" occurs for the following scenarios in a UTF8 database.
1. When trying to save some data-set from the grid. The Save-as window opens but after entering the file name and the rest of the information | hit the OK button.
2. When trying to use the F4 shortcut key (see package spec & body) on a package name (standard & custom)
3. When trying to compile any script (standard & custom).
