'Interface Not Supported' error when opening Automation Designer on 64-bit machines

In a 64-bit installation of Toad, on Win2008 64-bit OS and Oracle 64-bit database, when you open the Automation Designer, there is an error as soon as it opens: 'Interface not Supported'.
