"URLClassLoader has not been preinstrumented" when attempting to monitor SpringBoot application (with Tomcat embedded) (4314416)

On starting one SpringBoot app (with Tomcat embedded), the following error appears:

Exception in thread "main" java.lang.IllegalStateException: URLClassLoader has not been preinstrumented. URLClassLoader must be preinstrumented in order for the agent to start up properly. You must add "com.quest.pas.agent.plugin.instrumentor.registered.UrlClassLoaderInstrumentor" to your preinstrumentor config file. If you are not sure what preinstrumentor config  file you are using, check your Preinstrumentor agent log.

The pre-instrumentor log file shows that the jar created is as follows:

C:\Program Files\Common Files\Foglight Agent Manager\agents\JavaEE\5.9.12-20170901-1425\bootstrap\eLUdYu1JHJ1AQx1\C--Program_Files-Java-jre1.8.0_151.jar

At the end of the above it displays the java_home directory as '1.8.0_151', whereas in the application server startup file 1.8.0_131 jar has been defined (and is the same for other hosts that are successfully collecting). 

Change the above configuration to point to 1.8.0_131 (instead of 1.8.0_151) and attempt to start the application server once again.
