QCS Logs indicate that free / busy information is getting updated but no free busy information is displayed in Outlook Web Access or Outlook 2007 /2010.
When runnign the following command in the Exchange Management Shell you get the following results.

After enabling logging in Outlook 2007 / 2010 you get the following in the fb logs.

Incorrect settings on the IIS "Public" virtual directory.
Verify Free Busy is being stored in the public folders.
1. Pick one problematic stub object.
2. Find the object in ADSIEdit and open its 'Properties'.
3. Find and copy the 'legacyExchangeDN' (LEDN) attribute. For example:
/o=HQ Org/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Recipients/cn=test
4. Run MFCMapi log on as the service accout and Open the Public Folders, Expand the NON_IPM_SUBTREE |SCHEDULE+ FREE BUSY
5. Find a orginazation subfolder that begins with 'EX:' and contains a portion of the object's LEDN. For example:
EX:/o=HQ Org/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)
6. Copy the PR_DISPLAY_NAME attribute of the subfolder.
7. Open the subfolder.
8. You should be able to find a message with 'Subject' that begins with 'USER-' and contains the remaining portion of the object's LEDN. For example:
USER-/CN=RECIPIENTS/CN=TEST
9. Copy the PR_NORMALIZED_SUBJECT attribute of the message.
10. Join PR_DISPLAY_NAME and PR_NORMALIZED_SUBJECT into one line, while removing 'EX:' and 'USER-', and it should yield the object's LEDN. For example:
EX:/o=HQ Org/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)USER-/CN=RECIPIENTS/CN=TEST
To try and reproduce the above errors test Outlook web services for any errors.
Test-OutlookWebServices -Identity:stub.object@company.com
Enable logging in Outlook and look for any Free /Busy Errors.
To enable logging option in Outlook, follow these steps:
For Outlook 2003 and Outlook 2007:
On the Tools menu, click Options.
On the Other tab, click Advanced Options.
Click to select the Enable mail logging (troubleshooting) check box in Outlook 2003 and the Enable logging (troubleshooting) check box in Outlook 2007, and then click OK two times.
For Outlook 2010:
On the File tab, click Options.
In the Outlook Options dialog box, click Advanced.
In the Other section, select the Enable troubleshooting logging(requires restarting Outlook) check box, and then click OK.
Exit and then restart Outlook.
After enabling logging you can find the logs here. c:\Documents and Settings\user name\Local Settings\Temp\Outlook Logging
NOTE: Logging should be disabled after troublshooting.
Resolution:
On your Mailbox servers hosting the public folder Database remove "Require SSL" from the Public virtual directory.
In IIS Manager under Sites > Default Web Site > Public > SSL Settings, "uncheck Require SSL"
