When delegating access for one user to access another users mailbox in Archive Manager, can I grant access to just specific folder and not the entire users mailbox?

No, currently this is not possible to do in Archive Manager. You can only grant access to the entire mailbox and not a subset of folders within the mailbox in Archive Manager.
