Upgraded to Toad for Oracle and get this error message when I launch Toad.
Error:
Toad has encountered an unexpected error.
Details: Cannot create file "C:\Users\<your_user>\AppData\Roaming\Quest Software\Toad for Oracle\121.12\User Files\ProjectConfig.txt". Access is denied.

Causa
Either SettingsLocations.ini was corrupt or details in the file were incorrect

Risoluzione
Reboot your PC and then follow the steps below:
After the reboot, ensure you do not start Toad yet.
Go to the location: C:\Users\<username>\AppData\Roaming\Quest Software\Toad for Oracle\
Delete 'SettingsLocations.ini' file.
If you just upgraded to a newer Toad for Oracle version, also rename the newly created folder i.e. '12.12' folder to '12.12 OLD'. (Note that by doing this, Toad takes the settings by default)
Start Toad and re-test the issue.
