User has updated Optimizer from version 9.3 to 10.0 and can no longer generate indexes for SQL using the “Index Generation” option. The issue is persistent with any SQL statement. Optimizer 9.3 can generate indexes for the user.

Waiting for fix in the future release of Optimizer for Oracle
Workaround:
Use the "Rewrite and Index Generation" option instead. This feature shows the rewrites of the SQL (alternate SQL) along with new indexes.
By selecting the "Rewrite and Index Generation" option, user gains a more comprehensive view of potential improvements to their query.
