This may be a DB2 Client OS privilege problem. Please try these steps to install a new DB2 client:
1) Run your DB2 Client installer (ensure you right-click the installer file and choose 'run as administrator' as this requires full admin rights).
2) When installer asks: ‘Enable operating system security’, please make sure to check-mark that box.
3) Also set this new DB2 client as the Default IBM DB2 Client on the machine.
4) Re-test the issue.

Download the package noted as:
"IBM Data Server Client" (1st item) - Description: This is the all in one client package and includes all the client tools and libraries available. It includes DB2 Control Center, a graphical client tool that can be used to manage DB2 Servers. It also includes add-ins for Visual Studio.
