MTA fails to move mailboxes with an error: "NewMoveRequest Error -2147467259" (4344682)

MTA fails to move mailboxes, and the extended log informs:

"CMailboxOperations::MoveMailboxIntraOrg TraceMsg 4840 Starting to move mailbox..."

PowerShellCmdExec::CheckMoveRequestCompleted TraceMsg 6218 Move mailbox request 'test' was not found. Couldn't find a move request that corresponds to the specified identity 'test'.

PowerShellCmdExec::NewMoveRequest TraceMsg 6222 Creating new move mailbox request 'test'. Target database GUID:

PowerShellCmdExec::NewMoveRequest Error -2147467259 The term 'New-MoveRequest' is not recognized as the name of a cmdlet, function, script file, or operable program. Check the spelling of the name, or if a path was included, verify that the path is correct and try again.

CMailboxOperations::MoveMailboxIntraOrg Warning 4842 Cannot move mailbox '/o=ABC/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Recipients/cn=test' from ... to ....

Insufficient permissions

Add the service account to the Recipient Management Group.

Step 2.2.8: Granting Membership in Recipient Management Group

To perform Move mailbox operations, the Target Exchange Account needs to be assigned permissions to run the following cmdlets:
•New-MoveRequest
•Get-MoveRequest
•Remove-MoveRequest
•Get-MoveRequestStatistics

To grant these permissions, add the account to the Recipient Management group in the target Exchange 2010 organization, as follows:

1. In the Active Directory Users and Computers snap-in select the Microsoft Exchange Security Groups node.
2. In the right pane, right-click Recipient Management group and select Properties from the shortcut menu.
3. On the Members tab click Add and select the Target Exchange Account (in our example, QMM_Trg_Ex).
