How Ongoing Synchronization happens in in between the Domain Controller including Password Sync (4232779)

Doubt on for password synchronization between Source and Target, what date will it follow after migrated to target? is it the date the user is migrated (WhenCreated) or follows from PwdLastSet?

Domain Controller having different Password Policy on Both Source and Target Domain and found some users having account locked due to password not sync.
