Cannot register agent on the server "(No connection could be made because the target machine actively refused it. (Win32 error: 10061))" (4354181)

Uninstall and then reinstall the Quest InTrust server. After reconnecting to the databases, the agents on the servers that are being gathered from are not recognized. The error is:
 
Cannot install the agent on <servername> because of an error. Error text: Cannot register agent on the server (No connection could be made because the target machine actively refused it. (Win32 error: 10061))
 
This would result in not allowing connections from the InTrust server to existing agents or deployment of new agents from the InTrust server to computers

Uninstall and re-install of Quest InTrust Server might cause Quest InTrust Agent service to a Disabled Startup Type.

1. Click on Start | Run and type services.msc.
2. Check to see if Quest InTrust Agent service set to Disabled in the Startup Type column.
3. If it's set to Disabled, right click and click Properties change it to Automatic under Startup Type and press OK.
4. Right click on the Quest InTrust Agent service and click start, and make sure it goes to a "Started" state.
5. Check that the Quest InTrust Real-Time Monitoring Server service gets started after starting the Quest InTrust Agent service.
