This problem started when I went into the View | Options | General and changed the User File directory path. Now, when I start-up Toad, I get the error "Critical files missing user files lexlib.lxl".
Go to your Toad for Oracle directory and find a file named SettingsLocations.INI and rename it to SettingsLocations.INI.old.
