1. Security software preventing TOAD.exe from running or not enough Windows permissions to perform the installation.
2. Product being deployed using Vmware Thinapp, which is currently not supported.
3. Bad install or invalidated install of TFO.
RESOLUTION 1:
Modify your security software i.e. anti-virus to allow Toad.exe to run. Try adding Toad.exe in your Anti-Virus exception list.
NOTE: The Toad installation (or un-install) requires Full Administrator Rights in both the local PC and your company’s network domain and firewalls. Windows Security Policies in effect in your company's network can override a user's Admin Rights. If you do not have it or if you are unsure, please have your IT or Helpdesk people install Toad for you.
